Omnibus on small-mid caps and paper reduction: APPLiA proposal for digital manuals

Policy papers 15 May 2025

Under current EU legislation, home appliance manufacturers are required to include printed user and safety manuals in each product's box. While this ensures legal compliance, it no longer reflects the way most consumers prefer to access information in today's digital age.

APPLiA, the voice of Europe’s home appliance industry, is calling on EU policymakers to support a modern, more sustainable solution: digital user and safety manuals.

Manufacturers’ data shows that most consumers no longer rely on printed documentation. Instead, they prefer scanning a QR code, browsing a product webpage, or watching a video tutorial to find the information they need—fast, convenient, and online.

Continuing to print millions of manuals each year leads to excessive paper use, unnecessary production costs, and increased environmental impact. Embracing digital manuals could significantly reduce waste while unlocking substantial cost savings across the sector.

The upcoming Omnibus package on small-mid caps and paper reduction is a prime opportunity for policymakers to recognise digital user and safety manuals and bring product information up to date.
