Open Letter - Ensuring an Ambitious Implementation of ETS2

Policy papers 10 Mar 2026

APPLiA has joined a joint open letter together with over 75 partners representing civil society, companies and business associations, calling for the ambitious and timely implementation of the Emissions Trading System for buildings and road transport (ETS2).

ETS2 represents an important instrument to support Europe’s climate objectives while fostering investment in efficient and low-carbon technologies across buildings and transport. Ensuring regulatory predictability is essential for households, businesses and technology providers to make long-term investment decisions that contribute to the energy transition.

Recent discussions on postponing or revising key elements of the scheme risk undermining the regulatory certainty needed to drive investments and support the transition to a more efficient and sustainable energy system.

In the joint letter, signatories call on the European Commission, the European Parliament and EU Member States to ensure the effective implementation of ETS2, including:

* Ensuring ETS2 becomes operational in 2028 without further delays or increases to its carbon budget

* Implementing strong complementary climate, social and fiscal policies at EU and national level

* Guaranteeing transparency and public participation in how ETS2 revenues are spent at national level

A robust and predictable carbon pricing
framework will help accelerate investments in clean technologies, support the modernisation of value chains and contribute to Europe’s long-term competitiveness.

The signatories underline that ensuring the timely and ambitious implementation of ETS2 will be key to strengthening Europe’s energy resilience, supporting decarbonisation efforts and protecting the most vulnerable households.
