Joint Statement on market-pull measures for critical chemicals

European industry associations have issued a joint statement on the market-pull measures recommended by the Critical Chemicals Alliance (CCA), calling for a balanced approach that supports Europe’s resilience and decarbonisation objectives without undermining the competitiveness of downstream industries.

While strengthening Europe’s chemicals sector remains important, proposed measures must take into account the industries that transform and use these materials, as well as the consumers who ultimately purchase finished products.

The joint statement highlights concerns that poorly designed mandatory requirements, levies and extended producer responsibility schemes could increase administrative burdens and costs across the value chain.

The signatories call on the European Commission to carefully assess the economic, administrative and consumer impacts of any proposed measures, ensure that responsibilities are allocated to those controlling relevant information and production decisions, and prioritise investment, innovation and voluntary partnerships before introducing new obligations.

A successful transition must strengthen the entire value chain while safeguarding sustainability, competitiveness and affordability.
